Lawyer for the Department of Legal Affairs and Security

The department is, among other things, the central legal function within MSB and is responsible for providing legal expert support to the entire agency. The agency increasingly handles large complex commercial agreements and therefore needs to strengthen its legal capacity in this area.
Your responsibilities and tasks
Your tasks consist of providing qualified legal advice within the areas covered by the agency's mission, through active participation in larger projects, preparations, and working groups. You will primarily work with the legal issues related to the future critical communication services; Rakel, Swedish Government Secure Intranet (SGSI), and WIS. All of these are important communication services for collaboration and management in Sweden's crisis preparedness and total defense. Therefore, your main focus will be to support the agency in the work with various types of commercial agreements, mainly within the framework of larger infrastructure projects with an IT/telecom focus. Much of the work is conducted in English.
You will be placed in the Department of Legal Affairs and Security at Legal Unit 1 (JS-JK 1), either in Stockholm or Karlstad. The unit handles procurement and contract law, tenancy law, administrative law, public access and confidentiality, security protection, information and cybersecurity, GDPR, competition law, state aid issues, and labor law. The tasks are characterized by the agency's work with the development of civil defense.
The extensive and urgent mission that MSB has places special demands on the role of advisory lawyer. To succeed, you need to have experience and interest in working from a holistic perspective on the organization and with a constructive and brave approach. You also need to have a good ability to understand and find out how you can best support the agency's operations with your legal knowledge and then communicate your legal assessments in a clear, solution-oriented, and relevant way.
Your knowledge and competencies
We are looking for someone who has:
- Law degree (jur. kand.) or equivalent (180 credits/270 ECTS)
- Several years of experience in qualified legal work at a government agency, court, law firm, or from other relevant private sector work
- Several years of experience in contract and procurement law
- Very good ability to express yourself well in speech and writing in Swedish and English
It is meritorious if you have:
- Experience from the IT/telecom industry or larger infrastructure projects
- Knowledge and experience in one or more of the legal areas covered by MSB's mission
- Experience in competition law and/or state aid
- Experience from another agency within total defense
- Interest in technology and IT

As a person, you should be perceived as unpretentious and accessible without compromising your professional integrity. You also need to be independent, flexible, and have a genuine interest in collaborating with other professions. About the employment
We offer you a permanent full-time position that begins with a probationary period.
Your place of employment will be Stockholm or Karlstad, and travel is required in the position.
Swedish citizenship is a requirement for employment at MSB as it involves placement in a security class. For employment, a satisfactory result in the security clearance with a background check is required, conducted in accordance with the Security Protection Act. Most employees at MSB are placed in wartime.
About us
In the Department of Legal Affairs and Security, we have four units, two of which handle legal matters. We are a total of about 45 employees, and we are located in both Karlstad and Stockholm.
We have activity-based offices where you can choose your workplace according to your own needs. You also have the opportunity to work remotely part of the time.
